To improve the level of opening to the outside world and promote high-quality economic development, in addition to promoting the transformation of China from a large trading country to a strong trading country, we should also devote ourselves to improving the quality of global economic governance and being a participant, contributor and defender in promoting high-quality global economic development. The historical shape of the world proposed by Marx has evolved into the current era of deepening economic globalization, and the expansionist nature of capitalism and the resulting gap between developed and developing countries that he revealed remain unchanged, making international trade in the context of economic globalization led by developed countries also suffer from the excessive development gap between participating countries and the inequality and imbalance of their status, thus affecting The process of peaceful development of the world.

Under such circumstances, China, as a large developing country and a member of the world, has the ability and responsibility to advocate active participation in global economic governance and promote the development of a new international economic order in the direction of mutual respect, justice and reasonableness, equality and mutual benefit, and win-win cooperation. To build a new international economic order, it is necessary to promote the reform of the global economic governance system. To solve global economic governance problems, it is necessary to play the role of international and regional institutions and organizations as institutional mechanisms to promote the reform of the international economic order.

First, we must firmly maintain the multilateral trading system with the World Trade Organization as the core. The WTO is an important pillar in maintaining the international trade order, and reforming and improving a more just and reasonable global economic system requires promoting the reform of the WTO in the areas of dispute settlement mechanism, trade policy review and supervision, and multilateral trade system, and advocating support for peaceful ways to resolve international trade disputes through cooperation, equal dialogue and consultation.

Second, we should strengthen coordination and cooperation between China and the United Nations, the G20 and BRICS countries, and deepen regional cooperation with APEC and others. We should safeguard the authority of the United Nations, support the role of the UN in mobilizing global resources and coordinating global action, promote the G20 to strengthen multilateral trade and international investment institutional mechanisms, and work to unite pragmatic economic and trade cooperation under the epidemic to restore the smooth operation of the world economy.

The digital economy as an emerging development field, there are many gaps in its governance, prone to data security, personal privacy, data sovereignty, morality and ethics and other major issues, so China should work with all countries and parties to attach great importance to the development of the global digital economy and the construction of the digital trade rules system, and work together to build a fair and open digital development environment. To build a new international economic order, we should actively assume international responsibilities and obligations.

Although the subjects of global economic governance are diversified, the state is the main body of global governance and plays a leading role in global economic governance. In the face of global economic governance dilemmas and crises, each country cannot stay out of it and should participate in governance together. However, not every subject of global economic governance has equal responsibilities and obligations, and the difference in their hierarchical status in the international community determines the different rights and responsibilities of participation in governance, and each country should actively assume the responsibilities and obligations of international governance on the basis of their respective capabilities.
